Citizen Charter
The Shillong Medical College has been established in 2025 with the objective of strengthening medical education and boosting the overall health of its citizens thereby enhancing Meghalaya’s healthcare services within the state.
Shillong Medical College is committed to transparency, accountability and responsiveness of the institute to address patient grievances. This charter gives us the opportunity to serve patients in need of medical care with empathy and dignity.
The Shillong Medical College will have an annual intake of 50 MBBS seats in its first year and will gradually progress to both undergraduate and postgraduate medical studies in the coming years. This is kept in mind with the idea of grooming more doctors into serving the medical college and the state as a whole.

Services
- Out-patient and in-patient services through various OPD’s in Civil Hospital and Ganesh Das Hospital, Shillong to cater to the needs of patients requiring healthcare by various departments.
- Emergency and Casualty services round the clock (24x7) to take care of emergencies that may arise from natural or unnatural calamities
- Diagnostic and Laboratory services to patients from OPD’s and those admitted in wards.
- Other facilities including nursing care, blood bank services, etc.
Shillong Medical College is committed to service standards and time-bound commitments like better OPD Registration facilities, emergency care, laboratory test results and transparent communication of surgery wait time for elective surgeries.

Patient rights
- Right to receive respectful, dignified, and confidential care.
- Right to complete information about one's medical condition, treatment options, risks, and estimated costs.
- Right to access and obtain copies of medical records.
- Right to provide informed consent or refuse treatment.
Patient responsibilities
- Provide accurate and complete medical information.
- Abide by hospital rules, including no-smoking and visiting policies.
- Treat hospital staff and other patients with courtesy.
- Assist in keeping the hospital and its surroundings clean.
Establishment of grievance redressal mechanism
- Contact details: Designate a Grievance Redressal Officer and prominently display their name, designation, and contact information.
- Channels for complaints: Offer multiple methods for lodging grievances, such as complaint boxes, a help desk, phone number, and an online portal.
- Approval: Seek approval from the appropriate authorities, such as the Director of the Medical College and the Meghalaya Health and Family Welfare Department.
- Public display: Prominently display the charter in key areas of the college and hospital, such as the reception, OPD, and wards, in both English and local languages.
- Online publication: Publish the charter on the official college website.
- • Staff training: Conduct training sessions for all staff to ensure they understand the charter and their roles in implementing its standards.
